北京天竺出口加工区于2000年4月经国务院批准设立，2001年6月12日通过验收，按照“国际标准”运作，实行“境内关外”的管理模式。

Beijing Tianzhu Export Processing Zone (hereinafter referred to as BEPZ). is established in April.2000 with the approval of State Council. In June.12, 2001, it went through the examination and acceptance. It adopts the management mode of “Inside China, outside the Customs”, meeting international standard.

1、北京天竺出口加工区已经具备了完善的硬件条件。

1、BEPZ has been equipped with sound infrastructures.

园区规划面积1.25平方公里，已经全部开发完毕。土地具备“六通一平”条件。

BEPZ’s planned area is 1.25 square kilometers, which has been developed already. The lands for transferring in BEPZ meet the standard of “Six utilities and one leveled land ”.

2、园区实行特殊的政策，公司在园区内生产能够享有到各种优惠和便利。

2、Compared to other zones, BEPZ has every advantage the Administration, the Customs, related policies, etc. can provide.

(1).园区属海关主管的特殊区域，税收优惠，可以大大降低经营成本。

(1).With preferential tax policies, your respected company can save costs largely.

a.所得税税率低：外资生产性企业为15%，出口量达到70%以上的，为10%；

a.Low income tax: foreign-invested enterprises enjoy 15% income tax rate. If 70% production sales are exported, income tax rate can be reduced to 10%, inclusive.

b.免征增值税和消费税；

b.Value-added Tax and consumption tax are exempted.

c.关税实行“四免一保二退一征”。

c.About duty:

l 进口生产用机器设备，基建所需的机器设备、基建物资，自用办公用品以及生产过程的废料边角料免收进口方面的税收。

l Import taxes are exempted for machines and equipments needed to maintain production; Machines, equipments and materials needed to build infrastructure facilities; office supplies used by the inside enterprises and administrative bodies; and scrap materials, remnants of materials, substandard and waste products produced during the production process.

l 进口原材料、零部件、包装物料及消耗性材料实行全额保税，保税没有时间限制。

l The raw materials, parts, components, packaging materials and other consumptive materials for the processing of products used by the inside enterprises are to be kept in the bonded storage without time limit.

l 从区外购买国产设备、原材料、基建材料以及使用的水电气等，实行退税。

l Taxes are refunded for Chinese-made machines, equipment, raw materials, building materials and water, electricity and gas, etc. bought from outside BEPZ but inside China.

l 产品内销按制成品征税。

l Products, which are sold from BEPZ to China, will be levied according to the finished goods.

(2)商检、海关便利，来自美国的大量核心部件，可以迅速入境，成品可以迅速内销或出境。

（2）In BEPZ, commodities inspection and customs process are very convenient. Lots of core parts from outside the Customs can quickly go through the Customs and the finished goods be quickly sold in China or outside China.

a. 商检、海关直接入驻园区，提供24小时服务。

a.Commodities Inspection Organ and the Customs in BEPZ are 24 hours available to provide services for enterprises.

b. 货物的进出口清关手续均在区内办理，“一次报关、一次审单、一次查验”。

b.“Once declaration, once document verification, once inspection” enable all the procedures for import and export goods to be done in BEPZ.

c. 企业与海关联网，进行电子数据的传输和办理通关手续。

c.Computerized networking management and customs inspection system are instituted in BEPZ. Enterprises can exchange electronic data and handle custom declaration through computer database.

d. 进出口货物实行“备案制”管理。

d.Goods moving between BEPZ and foreign countries are only required to fill in the goods entry and exit forms. The filled forms are to be submitted to the higher customs offices for record keeping.

(3)实行特殊的加工贸易政策，方便公司开展以中国为基地的全球业务。

(3)Special processing trade policies provide great convenience to your global business, based on China.

a. 取消《加工贸易登记手册》，实行电子帐簿管理，每半年向海关核销一次。

a.The Customs offices will not execute management according to Registration Manual Regarding the Enterprises Engaged in Processing Trade. They adopt the electronic data exchanges management.

b.不实行加工贸易保证金台帐制度。

b.The requirement that enterprises engaged in the processing trade deposit guarantee money in the bank does not apply to the enterprises doing the same business in BEPZ.

c.货物进出口，除实行被动配额、许可证管理的商品和国家另有规定的外，不实行进出口配额、许可证管理。

c.Goods to be imported and exported between BEPZ and the outside country, except those which need get relevant permits, passive quota or apply to other regulations the State specially ruled, need not apply to quota concerning import and export and permits management.

从园区到市中心有四条高速路：园区西侧的京承高速路、京顺路，东侧的机场高速路、六环路等。

There are 4 expressways from BEPZ to downtown: to its west, Jingcheng Expressway, Jingshun Road; to its east, the Airport Expressway, 6th Ring.
